Define deployment data
Define a Deployment and its properties.
static: This command can be run outside of an object context.
Usage
ctl -m modelutil -c deployment-set -basedir <> -depot <> [-description <>] [-installroot <>] -name <> [-startuprank <>] -type <Deployment>
